List all buyer limits

https://api.stenn.com/invoice-financing/v1/buyer-limits

Returns a list of buyer limit requests for the provided company. If no company is given, all buyer limit requests will be returned. The records are returned sorted by creation date, with the most recent appearing first.

If given, only return buyer limit requests created for the given company ID.
